BERLIN, August 31. The Kaiser's speech at Marienburg, with its summons to .unity.for the common welfare, was received with general approval. In that speech he ex plained that by his speech at Konigsberg ;he had meant to represent h.is grandfather and himself as winking under the 'highest mandate, which he considered to be the case with every honost Christian.
