Lord Esher. in an article in the National Review, says sixty thousand Territorials are required annually, but there is no sign that they will lie forthcoming. The numorical test is the real test of the voluntary principle. If the limit of the nation's yield of Territorials has been reached, electorates must choose between leaving the forces of the country below tilie minimum and compulsory service. The Westminster Ga/.ette (Radical) deplores the article which, it declare*, advocates conscription and which, it says, is certain to be bailed as a proof of the failure of the voluntary system. The paper adds that many resignations from the county associations are reported as a result probably of realising the futility of working on the existing financial lines. A feeling prevails, the journal continues, that the Government are withholding funds in order to stimulate au appeal for private subscriptions.
