Mr Fisher, Premier ot tliei Commonwealth, in moving the second reading of a Bill repealing the Naval Loan Act, admitted that its repeal would considerably embarrass the Commonwealth finances ; but the Labour Government, being committed to a "No_ Loan" policy, took tho view that it should be under no obligation in tho 'nangu ration of its naval programme ly obtaining temporary assistance. The Government, he continued, would be able to adjust expenditure over a few years beyond :he dates for payment of ships fixed by the Deakin Government, without curta'ling the naval programme.
