REPLY COUPONS. As a means of enabling th< sender of a letter addressed to f place nbrnnd to prepay the postage on a reply, the Department issuei reply coupons on payment of a fet of 3d. These coupons inay be exchanged for a postage stamp of tht value of 2Jd in any country which adopts tho scheme.
