The Committee of the Duma, lias approved the Government's Bill destroying the autonomy of Finland, but suggests that the Finnish Diet should be consulted on, legislation affecting tho country. The committee declares that the Russian Senate must bo supreme over Finnish laws. A minority of the Octohrist party deprecate 'the clauses relating to Press and public meetings.
