ICxtremo Radicals denounce the preamble of the Parliamentary Bill (lulling with the reform of the House of Lords. The Daily News (Radical) fears certain phrases which indicate proposed restrictions on the Lords, were imposed only pending the creation of a new second chamber, and declares that what was won a<t the last elections, must be declared permanently won. The Westminster Gazetto (Radical) defends the preamble, and adds tliiiit though the House of Commons must alone settle finance aiul conceivably other legislative matters, a popular second chamber should be entrusted with powers of differing from those suggested for the present House. The Pall Mall Gazette (Unionist) denounces what it describes as the hypocrisy embodied in tlie preamble, wliicli it says is an attempt to make the King a party to chicanery.
