The Primate of Canterbury, in supporting Lord Rosebery's resol ltion (previously reported), declared tluit the Government's proposed sweepinig departure from immemorial usage was unjustified. He urged a commonsense readjustment. The Marquis of Salisbury supported the resolution, adding that there must be a process of selectif n givinir some personal guarantee of the fitness of each Peer to ful il . legislative functions. Lord N'ewton now favours Lord Rosebery's view, and would admit of electic n from outside.
