OTAGO.
The following telegram appears in the Evening Post (Wellington) of the 12th June : Dunedin, June 12. The Provincial Council has affirmed resolutions as to the desirability of a bill being introduced into the Assembly providing that in the event of a dissolution the Provincial Council would not be longer necessary, but that the Superintendent be re elected as custodian of the local right. The conduct of the bill through the Assembly will be offered to Dr Featherston. The sum of ,£3,500 has been voted for Government House and Domain at Dunedin. The Council was prorogued last night. In his address the Superintendent referred to statements in circulation in reference to his views as to Hundreds, which he characterised as unfounded and reckless. He disclaimed emphatically the truth of the charge made against him of seeking to favor one particular class of the community at the expense of the other. He was determined to administer the land laws his deef&orras to dissolution until tlie frill iWas disposed of by the Assembly. Referring to the business of the session, lie said' he was an earnest upholder of the rights of the people and local self-government, and cherished a wefr-fouuded conviction of the ulimate progress of the colony. The provinces best promoted provincial independence, as provided by the Constitution Act; he also expressed his sincere sorrow that at a time when, above all others, essential provincial institutions possessed a warm place in the affections of the people, the tendency of the proceedings of the session was to alienate affections. There was no questiou but that some iuimical influence had occasioned this result. He then ex pressed an earnest hope that when the excitement of the session was over calm reflection would follow, and the people of the province would be found united as one man in working out the destiny which was assigned to them, viz., the colonisation of the province iu its own way, without let or . hindrance.
