The Weekly Times. Nullius addictus jurare in verba magistri. MONDAY, JUNE 22, 1868. PROVINCIAL COUNCIL.
On Tuesday, Wednesday, and Thursday, there not being a quorum present, no business could be proceeded with. On Friday the Speaker took tbe chair at 3 p.m., and, five members being present, the minutes of the last, meeting were read and confirmed. By tbe suspension of a standing order tbe Council obtained leave to sit on Sat urday, and accordingly adjourned to that day. On Saturday the Council met at 3. Present—All .the members except Messrs Dolbel and Whitmore. Explanations were given by Major Lambert and Carlyon of their remarks in reference to Mr Russell’s message, as they considered that misunderstanding had arisen through the newspaper reports not being sufficiently explicit, Mr M'Lean asked for an adjournment till next sitting-day, on account sf a resolution passed by the Council on Thursday, the 11th inst., appointing a Finance Committee. He said that the Government had not at first seen anything unfavorable to themselves in the resolution ; but after mature consideration they had discovered that it had been dictated in a hostile spirit, and accordingly wished for an adjournment to give them time to decide, what course to pursue. After considerable opposition the Council adjourned to 7.30 p.m.
The Council met again at 7.30 p.m. Three petitions were presented, one with 190 signatures being from town residents, praying that the proposed Post and Telegraph Office should be on the site originally intended by the Government. Mr M'Lean gave a notice of motion for next sitting-day, to the effect that the Council should give an expression of opinion whether or not it it had confidence in the pre sent Government. Iu answer to a motion by Mr Buchanan for a copy of the order for a lighthouse, his Honor said that the subject would come fully before the Council whea considering the estimates. A series of fifteen questions by Mr Ferard were then disposed of by the Government. Mr Buchanan moved for a synopsis of the General Government expenditure and suggested reductions. His Honor said that the Government intended to prepare such a paper. Mr Buchanan moved for a detailed return of payments made and amounts received for lands purchased from the natives under the Loan Appropriation Act. Mr M'Lean said that the return would be prepared and laid on the table. Mr Buchanan moved for an opinion of the provincial law adviser as to the legality of supplementing the revenues by bank overdrafts; but after an explanation from Mr Ormond, withdrew his motion. Certain returns were then moved for, and Mr Ferard, in a long speech, moved his thirty education resolutions. The debate, and the remainder of the business, in consideration of the lateness of the hour (halfpast ten) was postponed, and the Council adjourned to the usual sitting-, hour to-morrow.
