THE GOVERNMENT WHARF.
; TO THE EDITOR OT THE HAWKE’S BAY TIMES, i SIR,—J beg leave to ask, through yourvaluable journal, how it is that the wharf is begun without any tenders having been called for. In the Herald 'pf the 9 th inst I notice a letter signed “ One who ' yiouldhave tenderedand .agree _ with the, writer in many points, ., I believe, in, the first place that the Government-are not justified in giving out public work without a tender, and secondly, that the work would be done much cheaper if put put to public competition, lam . told that the present contractor has got £270. for the job ; if lie has, fie will make a good thing of it. .To show this, I Will go into the details of tlie expense, supposing that the work will occupy one • month. First,, the foreman, four weeks at ;i2s per day, £l4* 8s one carpenter at 12s per day, £l4* 8s ; engine and en-gine-driver, fourteen days at 30s per day , £2l; four laboring men'for four weeks at 8s per day, £2B 16; ironwork required, atthe outside, £7O; total £122'125; so that iff the amount I heard ptated is correct, the contractor will clear £IOO, allbwing'sometrifles for odds and. ends. The Go- . verhment could have saved this amount by giving jt out to tender ; and not only this, but any Napier • contractor would . have worked personally at the job, and saved the expense of an additional man. I think, Mr Editor, that you will agree with me , hat it is not right for the Government to give (heir Workjrut to private contractors when a greater expense is incurred by fhe public than would otherwise be the case, as we all have to pay our share pf such overplus, and a,stranger should, not be preferred before' a resident tradesman. When his job is done, dfid nothing more is to be made from Hawkds Bay fa stranger’of course takes his departure, ’carrying off the little fortune he has made from tlie !
