The Weekly Times. "Nullius addictus jurare in verba magistri." MONDAY, JULY 15, 1867. PROVINCIAL COUNCIL.

Tn the Provincial Council ou Tuesday several bills were advauced a stage, and a long discussion occurred on the Thistle Bill, on which the House went into committee. On Wednesday, Mr Buchanan brought upa Progress Report of the Audit Committee, and obtained an extension of time. The Slaughter Mouse Bill was introduced by Mr Or mono, read a first time, and ordered ro be printed. Mr Ormond moved that the liuuse should resolve irsel into a Committee of Ways and Means: Mr Buchanan objected on a point ol order, as this should be always preceded by a Committee of Supply. Mr Ormond then moved for 'a Committee of Supply, when Mr Buchanan moved a series of three resolutions, referring the estimates back to tire Government for re-consideration and adaptation to the resources of the Province. An irregular and desultory discussion ensued, terminating in the resolutions ix-ing put, aud a division called for, which resulted in the defeat of the Government by a majority of one. The 'o.lovdug is the division list :—Ayes (B)—Messrs. Buchanan, Dolbel, Him bert, Tanner, Tifien, Parsons, Wood,

and Weston. Noes (7J — mond, M‘Lean, Rhodes, Kennedy, Irvine, Sutton, and Whitmore. Mr M‘Lean said that the Government was not prepared to go on with the business of the day, as it all had reference to finance, and asked for an adjournment of the Council till 3 p.m. next day, which was granted, and the house adjourned at 5 o’clock. On Thursday, the 11th, on the Council meeting, his Honor said that in consequence of the adverse vote of the day before, the Government could no longer retain their seats, unless it was rescinded. Most of the members who had supported Mr Buchanan’s resolution, explained that they had not done so in any hostile spirit, but rather to assist the Government. The Govern meat, however, persisted in regarding it as a vote -of want of confidence, and declared that unless it was rescinded they would immediately resign. Du ring the discussion Messrs. Wood, Parsons, and Dolbel, left the house. On the motion of the previous question by Mr Tifien, the Government, by mistake, gave their voices with the Ayes, and allowed considerable time to elapse before calling for a division. Mr Buchanan protested against-a division, but it was granted, and decided in favor of the Government, the Speaker reserving his decision on the questiou of order till the next day. The estimates were then proceeded with, aud the Council adjourned at 10:15. On Saturday the Speaker confirmed his previous decision, as the Government members had voted in error. The Estimates were- then passed with a few .trifling alterations and the Thistle
