PUBLIC NOTICES HASTINGS BOROUGH COUNCIL. BY-LAW No. 19. VOTICE IS HEREBY GIVEN that at a Special Meeting of the Hastings Borough Council held on Thursday, the 10th day of November, 1927, it was resolved as follows: — The Council of the Borough of Hastings hereby makes by way of Special Order the following By-law under and by virtue of the provisions of “The Municipal Corporations Act, 1920,” and of “The Health Act, 1920,” and the amendments thereof respectively, and in pursuance of all other powers (if any) enabling the Council in that behalf. The object and purport of the said By-law are:— TITLE.—This By-law may be cited as No 19 By-law of the Borough of Hastings. INTERPRETATION.—In this Bylaw if not consistent with the context, “Borough” and “Council” shall have the same meanings as are defined by By-law No. 1 of the Borough, and shall apply to this By-law. Clause 1. SALE YARDS LICENSES: Amending Schedule “B” (form of Sale Yards License) of By-law No. 10, and Clause 6 of By-law No. 18 bv deleting the words “31st day of March 19—” and inserting in lieu thereof the words ‘'3l st day of December in each year.” Clause 2. DRIVING STOCK No. 1 AREA & PORTIONS OF No. 2 AREA: Repealing Clause 2 of Bylaw’ 13 and making provision for the driving of stock along the streets in No. 1 area and certain other streets therein defined bebetween the hours of 5 p.m. and 6 p.m. and between the hour of sunrise and 8 o'clock a.m., and prohibiting the driving of stock on certain other streets of the Borough also therein defined. Clause 3. MERRY-GO-ROUNDS, Etc.: Repealing Clause 13 of Bylaw No. 2 and making new provisions for the licensing of and the payment of fees inspect thereto for any Merry-go-round, Chair-o-plane, or other similar apparatus, the fee to be £lO 10/- for one machine, £l2 12/- for two machines running in conjunction, and £3 3/- for each additional machine per week. Clause 4. AMUSEMENT PARLOURS: Providing that no Amusement Par lours such as Roll-downs, Box Ball, etc., shall be open to or used by the public unless licensed by the Borough Council, and the fee for each of such parlours shall be £3 3/per week. Clause 5. MOTOR LORRIES NOT TO BE DRIVEN IN PARTS OF HERETAUNGA STREET: Making provision whereby it shall not be lawful for the owner or driver of any Motor Lorry registered under ‘"the Motor Vehicles Act, 1924” and the regulations thereunder as Class “B” or above, to traverse with such motor lorry any part of Hereto unga Street Between Hastings Street and Nelson Street between the hours of 8 a.m. and 8 p.m. unless the driver of such vehicle produces satisfactory evidence that he has business to transact within the area above defined. Clause 6. GIVING WAY AT INTERSECTIONS : Making provision whereby every person being the driver of any' vehicle or the rider of any horse or bicycle proceeding along the streets of the Borough and approaching or arriving at any intersection of any street shall give way to the driver of any other vehicle or rider of any horse or bicycle arriving at the same intersection on the right hand or off side, of such first-mentioned vehicle, horse, or bicycle. Clause 7. WAITING TIME FOR VEHICLES IN RUSSELL ST.: Repealing'Sub-clause (a) of Clause 52 of By-law No. 9, and enacting in lieu thereof “Russell Street for its whole length—between Lyndon Road and St. Aubyn Street. Clause 8. BICYCLE RIDERS NOT TO HOLD ON TO VEHICLES:

Providing that no person while riding a bicycle shall hold on to any motor or other vehicle for the purpose of being drawn along the street by such motor or other vehicle, Clause 9. MOTOR CYCLES TO CARRY LIGHTS—Clause 1., Bylaw No. 10 amended: Amending Clause 1., By-law No. 16, to the extent that it shall be unlawful to ride, take or leave any motor cycle along or upon any street of the Borough between the hours provided for by Clause I. of By-law No. 16, unless in addition to the front light it has also a lighted lamp throwing a red light to the back of the cycle, and at the same time illuminating the registered number plates of the motor cycle. Clause 10. RECKLESS A NEGLIGENT DRIVING: Amending Clause 586 of By-law No. 1 by adding next after the words “motor car” in line one, the words “motor cycle or any other motor vehicle” as defined by “The Motor Vehicles Act, 1924.” Clause 11. ADVERTISING ON VEHICLES, Etc., PROHIBITED: (a) Providing that no person shall drive or permit to be driven upon any public street in the Borough any vehicle or horse apparently used only for the pur pose of exhibiting an advertisement, (b) Providing that no person shall upon any public street in the Borough Sor carry any board or other y way of advertisement. Clause 12. VEHICLES NOT TO STAND ON OR NEAR FIRE PLUGS: Providing that no person shall place or allow to be placed any vehicle of any kind whatsoever on or within six feet of any Fire Plug established on any street within the Borough. Clause 13 DOGS NOT ALLOWED

LOOSE IN CERTAIN STREETS OF THE BOROUGH: Providing that no person shall take, bring, or admit any dog on to any of the hereinafter enumerated streets ol the Borough unless each dog is kept under continuous control while thereon by a strap or chain or other efficient contrivance, namely: Heretaunga Street, from Hastings street to Nelson Street, and the cross streets for one block on either side of Heretaunga Street, between he aforesaid two points. And further making provision whereby drovers when driving stock shall be exempt from his prohibition subject to the provisions of any By-law of the Borough. Clause 14. PENALTY: Providing that the penalty for any breach ol' this By-law shall bo that provided for by Secticn 360 of “’Die Municipal Corporations Act, 1920.” BY-LAW /DEPOSITED: NOTRE IB HEREBY FURTHER GIVEN that
