BRIGHT PROSPECTS. Berlin, Oct. 28. Varying estimates of Germany’s foreign debts in the shape of short and long time loans, range between 7,500,000,000 marks (about 1,800,000000 dollars), and ten billion marks (about 2,400,000,000 dollars), on the basis of figures submitted to the Reichstag budget committee. Parker Gilbert, agent-genera] for reaprations. turned the searchlight on the Reich’s financial situation in his recent‘memorandum, continues to reflect a feeling of optimism for the immediate future. Dr. Curtins reiterated the hopeful view of the situation which was taken by Minister of Finance Koehler in the budget discussion.
