CABINET NOT AGREED. London, Nov. 17. The political writer in the “Daily News” says: “The Government has promised supporters of the totalisator much less than it had hoped for. It is now realised that, unless there is a keen demand for the machine among members of the House of Commons, the Government will not take any action. This has resulted in Mr. Churchill, the Chancellor of the Exchequer, being annoyed, because he wants the totalisator. Other members of Cabinet are delighted, because they are afraid of the machine. They have not agreed upon the advisability of introducing it into Great Britain, and do not consider that they were committed to it by Mr. Churchill's offer, made a few days ago, to facilitate the introduction into Parliament of a private measure. Supporters of the totalisator were depending on this promise.”
