BILL IN THE HOUSE SPECIAL WORKS AUTHORISED. HASTINGS TO GET TWO MEMBERS. (Special to “Tribune.”) Wellington, November 22. The Napier Harbour Board Empowering Loan and Constitution Amendment Bill was introduced by Mr John Mason (Napier) last night. In reply io Mr P. Fraser (Wellington). Mr Mason said the object of the bill was to give effect to certain of the recommendations of the recent Commission. Section 7 of the Act of 1914, giving general authority for the carrying out of the Inner Harbour scheme, is repealed. The bill provides that any further raising of the loan already authorised by statute must receive the sanction of the Local Government Loans Board, and that this sanction must relate to moneys required for the construction. execution, and carrying out of works previously approved by the Governor-General-in-Council in nursuance of the Harbours Act. 1923. The works at present authorised by the Bill are:— INNER HARBOUR. £ Eastern Mole '. 14,084 Western Mole 8,500 West Quay 15,300 Dredge J.D.O Boiler (part) 1,000 £38,884 OUTER HARBOUR. - £ Breakwater Apron 1,500 Railway Material ~.. 595 “E’’ Shed, 70ft addition.... 1,250 Electric Runway 400 Ddre.dge J.D.O. Boiler (part) 1,500 £5.245 RECLAMATION. £ Subdivision and* reading of 28 acres of endowment land as described in the Second Schedule 7,700 Subdivision and reading of 50 acres of endowment land as described in the Third Schedule 15,000 Plant and machinery 4,000 The cost of these works is to be paid out of the unexpended loan moneys already in hand. The Board is authorised, out of the same moneys, to pay the costs of the Commission incurred by the Board in its own behalf. The final unexpended balance of the loan money in hand is to be invested as a reserve fund. The Bill increases the membership of .the Board fom 13 to 14, and two members, instead of one as at present, are to be elected by the electors of the Hastings Borough. The additional representative of Hastings is to be elected on a date to be fixed by the Governor-General by Order-in-Council. To enable the board to borrow or re-borrow moneys it is to be deemed a “local authority’’ within the meaning of the Local Bodies Loans Act, 19x6.
