Grey didn’t publish this note, Mr, French proves, if his letter is correct in substance, that the responsibility for the war is on Grey and the other members of the British Cabinet. He says: “In his efforts to keep the peace Sir Edward Grey refrained from informing the German Government that if Belgium was invaded,- Great Britain would probably fight.” Later he says: “And Miscount Grey is of the opinion that if the German Chancellor had been convinced that Britain wouli fight, he would have exercised ev<Lw flower he possessed io check the war. ...” Therefore if Grey hadn’t just “refrained from telling” there would have been no war.
