REFORM OF THE LORDS.
Tokio, Nov. 15.
Princes and Marquises and hereditary members of the House of Lords numbering upwards to a dozen, have seceded from the Kenkyukai majority party ot the House oi Lords, which hitherto has practically controlled the Parliamentary destinies of the nation because it had the final word in all legislation. The seceders are forming a new partv pledged to undertake the reformation of the House of Lords, which has been the political slogan of .factions in the Lower House for 10 years. Prince Konoye, the leading seceder, is a cousin of Tokugawa, President of the Peel's.
