The Press Conference meets to-day to consider matters affecting the more particularly the question of agitating for a reduction of the tariff for press telegrams. The Provincial Council was opened to day. Latest : (3.30 p m.)— Mr Vogel has been sent for, but the Governor wishes Mr Waterhouse to form a Ministry. The Times says that the Governor's refusal to grant a dissolution causes satisfaction. It recommends the leaders on each side to sink their differences
