Dr. Thomas delivered the inaugural address, and in the course of it spoke strongly against the drink traffic, as the main cause of crime. He said :-—" The curse of Britain undermines the church and vhe school, and counteracts the good influence of parents, teachers, and ministers; and unless this be effectually suppressed or restrained by * the powers that be,' no conceivable niulti plication of schools and teachers can prevent the creation of criminate, or materially lesser, the enormous expenditure on prisons, police, asylums, penitentiaries, and pauperism."
