PROVINCIAL COUNCIL.

TUESDAY, MAY 9. The Council met at 8 p.m., pursuant to adjournment. Present The Speaker, Messrs. Ormond, Sutton, Kennedy, Routledge, Kinross, Buchanan, Dolbel, Tiffen, A'Deane, Tanner, Rhodes, and Capfc. Russell. New JHember. The Speaker announced that the Writ for the election of a member for Porangahau had been returned by the Returning Officer, with the announcement that Mr. J, D, Ormond had been duly elected. The minutes of tho last meeting were read and confirmed, Resignation of Speaker. The Speaker said that before the business of the day was proceeded with, he would nctify his intention of resigning bis office. He gave this notice now, in order that the Council might be prepared to elect a successor. Petition. Mr. Tiffen brought in a petition from the Hope of Napier Tent of the Independent Order of Rechabites, praying for a grant of land for a Rechabite Hail. Petition read and received. Papers. His Honor the Superintendent laid on the table the following papers : 1. Report of the Inspector of Police. 2. Letter from the Colonial Secretary, enclosing resolution of Legislative Council protesting against the repetition of any validating Acts. 3. Report of the Harbor-master. 4. Report of the Hospital Committee. 5. Report of the Provincial Surgeon.

6. Report of the Charitable Aid Board, 7. Report on Roads and Surveys. 8. Report of the Jailer. 9. Report of the Inspector of Sheep. Petition.

Mr. Kinross brought in a petition from Sfephen Stacy and four others, which set forth that the petitioners had served in M.ij'r Praser's Comt any. That, on account of their services, they had received a grant of land at VVairoa, on which they had settled, and on the improvement of which they had spent all their capital; that they w re afterwards warned by the author t'ej to leave their land and come into the town* ship, which they did ; that in their absence their property was destroyed; that the Government had given their wives and children assisted passages to Wairoa; that through their misfortunes they had been unable to pay the Government the balance of passage-money due ; and that, theif Crown Grants being on that account tained by the Immigration officer, they were unable to raise money on their property by mortgage, or in any other way. They therefore prayed the Council to remit the passage-money, or render to them such other relief as might to the Council seem fit. Petition read. Mr. Kinross moved that the petition he received. The Speaker said that a petition asking in a direct way for a money grant was inadmissible. This one amounted to something similar; but as it was a negative kind of application, he would decide that the petition might be received. Petition received. Qn the motion of Mr. Ormond, the Council then adjourned to this day ("Wednesday). NOTICES OF MOTION. Wednesday, May 10. Mr. Buchanan to move— That a Printing Committee bo appointed to make the requisite arrangements for execution of the Council printing, and to determine what documents shall be printed for the- present. The said Committee to consist of Mr. Speaker (with his consent), Messrs. Lee, Eoutledge, Lambert, and Bridge. Mr. F. Sutton to move— For leave to bring in a Bill to amend the " Licensing Act, 1870." Mr. F. Sutton to move— That a return be laid upon the table of all sums paid as payment to country members on account of the last session of this Council, and the name of members who re-, ceived \ho same. Mr. F. Sutton to move—

For leayo to bring in a Bill to authorise the Superintendent to convoy to the Trustees for public purposes that portion of the town known as Olive Squaje,

Mr. H. S. Tiffbn to move— That the petition of the Order of Rechabites, received by the Provincial Council on May 9, be taken into consideration. Mr. Obmond to move— For leave to bring in a Bill to be intituled "The Hawke's Bay Highways Act, 1871." Mr. Obmond to move— For leave to bring in a Bill to authorise the gra ting of Section No. 172, as a site for the Oddfellows' Hall. Mr. Obmond to move— For leave to bring in a Bill to authorise the granting of Sections Nos. 106 and 107, as a site for the Napier School. Mr. Obmond to move— For leave to bring in a Bill to authorise the granting of Section No. 201, as a site for a drill-shed for the Napier Kifle Volunteers. Mr. Kinross to moveThat the petition of the Wairoa Military Settlers be considered. Capt. Russell, in Committee of Supply— To ask that His Honor the Superintendent be requested, in preparing the estimates, to place upon them a sufficient sum of money to complete the road from Taradale to the Puketapu School-house, providing the necessary bridges, culverts, and metal. Mr. Tanner, in Committee of Supply, to move—That His Honor the Superintendent be requested to place the sum of £IOO on the ■estimates to assist the work that is now being carried on in the Papakura district, for the purpose of making the road permanent.
