Hawke's Bay Times. Nullius addictus jurare in verba magistri. THURSDAY, OCTOBER 27, 1870.

There was no business at the Resident Magistrate & Court this morning. We are informed that a meeting of the Napier Volunteer Artillery will be held after drill to-night at Sergt.Major Sullivan's. A meeting of the Picnic Committee of the Rine Volunteers will be held this evening at the Clarendon Hotel, to arrange the programme, &c. Wellington.— We have received files of papers by the Rangatira, which an ived from Wellington this afternoon. We have no room foi extracts to-day. The English Mail via Suez was due in Melbourne to-day ; and a« a steamer will probably leave for New Zealand on SaUirdav, we may expect to receive telegrams of the news about the 3rd or 4th. November. The Weather look a sudden and unexpected change this morning. Only yesterday we noticed how fine it had been for some time past; to-day we ha\ e to note the prevalence of a strong southerly wind, with occasional rather smart showers of rain. Truly, this a changeable, though healthy, climate. Last evening, the weekly parade of the Rifle Volunteers* took place at the usual hour, when the company were practised in judging distances, —the wide diversity of opinion causing no little amusement. This morning, No. 1 squad were engaged in ball firing at 300 and 350 yards, 5 shots at each lange. The highest number of points was made by Ensign Close, who scored 28. out of a possible 40.—N0. 2 squad are to fire on Saturday morning.

" The Volunteer Act Amendment Act, 1870."—The following Act to amend " The Volunteer. Act, 1865," was, as most of our readers are no doubt aware, passed during the last session of the General Assembly ; and we now re print the measure for the information of those concerned : Whereas it is expedient to amend "The Yolunteer Act 1865 " Be it therefore enacted by the General Assembly of New Zealand in Parliament assembled and by the authority of the same as follows — 1. The Sliort Title of this Act shall be " The Voluuteer Act Amendraeut Act 1870." 2. The twenty-fifth section of " The Yolunteer Act 1865 " is hereby repealed and in lieu thereof it is hereby enacted as follows—(1.) All certificates, of efficiency to. be hereafter issued to Volunteers under the provisions of- " The Yolunteer Act 1865" shall be annual certificates. Eveijy Yolunteer holding three or more annual certificates given in succession shall be entitled to. claim one year's exemption from training and exercise in respect of each such certificate but such, exemption shall not deprive him of any of the. rights and privileges which he would have been entitled to in case he had not claimed the same. (2.J Volunteers holding such certificates of effi,ciency as aforesaid shall during the continuance of exemption be enrolled upon a reserve list but shall remain upon the rolls, of their respective corps and be liable *o be called out for inspection parades four times a year at such times as the Officer Commanding the shaU appoint. (3.) No capitation, aUpsfanpe. shaJJ be paid in respect of any Volunteer so long as lie shall remain upon the reserve list. (4.) If the Officer Commanding shall on, inspection deem, any Volunteer for the. time being on such reserve list to be inefficient from failing to.keep up to,thestandard of; drill.his exemption, shalj thenceforth, cease..
