A communicated article i)i the Otago Daily Times, of the Slat ultimo, lias the following : — 44 Nevev, iu any colon) of equal population, territori.il extent, and existing public debt, have Mich gigantic proposals for settlement and publjc works been submitted lo the Legislature ; and never before, in the history of any country, has a moribund Parliament nsolved to decide such important issues without reference to the electors. The country, apparently, was not to be trusted ; hence the haste with which the Government measures were hurried through. The business of all this stupendous fabric is cr.'dit. Uur revenue is falling off, and wc are hot-rowing to pay current expenditure. But now that the scheme of the Goyernment has become law, let us hope that it may be carried out. A partial failure even would be ruinous to the country. The d,e has been cast; we must abide the hazard of fhe die. But it seems to us in sober scriou ineas, that the quaint couplet describing the English Parliament of 1628, which was dissolved in high dudgeon by that blessed Martyr pnd King, Uiurles the First, might with perfeet propriety be applied to the Fourth Pariiament of Hew Zealand—- , Moclie discoursed, and little amended, ' The Treasurey ia pawn, and the Parji'.iment eni-'d,
At Port Chalmers a person named Burnstead has been fined the mitigated penalty of £25 for attempting to evade the gold export duty. The Government of KW South Wales intend immediately to introduce a Bill giving greater power to carry out neutrality regular tions. The Auckland Evening Star strongly urges that a requisition, to allow himself to be placed in nomination <ii; the ensuing general elections should he at once prepared and presented to Mr Vogel, "as the best recognition of intellectual ability and undoubted special services to the city of Auckland." We take the following from the Evening Post/.—A movement is on foot here for the establishment of a Volunteer Naval Brigade, and corps of the same class already exist in Auckland, Lyttelton, and Dunedin. It is not generally known, however, that such corps are, to a certain extent, recognised by the Imperial Government. We brieve that we are correct in saying that under the Colonial Naval Defence Act, provision has been made for the establishment of a Colonial branch of the Royal Naval Heserve, which is iutended to absorb the various Nival Volunteer Corps of the Colonies. The Victorian Governmenthas already taken the necessary official action to bring the Victorian Naval Brigade under the operation of the Imperial Act. The Taranaki News states that Messrs. VV. M. Crompton, C. D. Whitoombe, E. U. Gledhill, and W. H. J. Severn, waited on hi 3 Excellency during his late visit, to represent the desirability of increasins: the force of the constabulary stationed at New Plymouth. _ The answer received was to the effect that if the Provincial authorities would agree to employ the Colonial constabulary for loeal police purposes, the request for an increase would be favourably considered. His Excellency was of opinion that the Provincial force was quite inadequate for the detection of crime and the preservation of the peace over so large a district. ' The maintenance of separate forces by the Colonial, and Provincial Governments was an absurdity. In Auckland the amalzamation had been effected, and worked well. The Province would only be charged with the amount no-.' annually spent on the police department, and would get the services of 86 constables instead of three.
