Provincial Council.

WEDNESDAY, MAY 18, 1870. The sixteenth session of the Provincial Council was opened to-day, iihe Speaker 1 taking the chair at 3 p.m. The proclamation calling the Council together was read by the Clerk. After prayers, the Speaker read the writs notifying the election of ' Captain Russell for the district of Waimarama, rendered vacant by the resignation of Mr Weston ; of Mr T, K. Newton for the Town of Napier, in place of A. Irvine, Esq, deceased; and of Mr J. Gr. Kinross for Wairoa, in the place of Colonel Whitmore, resigned. His Honor the Superintendent then delivered his opening address, an abstract of which appears in another column. —The address, ou the motion of Mr Buchanan, was ordered to be printed. Several notices of motion having been given, the Council adjourned till 3 p.m. today (Thursday.) NOTICES OF MOTION. This Day. Mr E. Sutton to move— For leave to introduce a Bill authorizing the Superintendent to convey to Trustees Town. Section 112, Town of Napier. That his Houor the Superintendent be requested to lay upon the table a lleturn showing how the amount, £46 18s, fees under the Native Lands Act, credited in Receipts for December quarter, is arrived at. That his Honor the Superintendent, in his capacity of Agent for the General Government, be respectfully requested to procure from the Collec- , tor of Customs a return of all monies received by him during the quarter ending 31st December, ' 1869, ou account of Duties under the Native ] Lands Act. , Ibr a return of all monies collected under the Educational Rates Act, 1868, during the current ! year. The return to specify the sums collected by j each collector up to the 3Uth April, 1870, aud the •< amount still due under the said Act. Mr Oemond to move— That a Select Committee be appointed to report on the Standing Rules and Orders in force in the - Province of Auckland for regulating proceedings j on bills authorising the taking of lands compuisorily under the "Provincial Compulsory Land Act, 1866," with a view to adopting Standing Rules and Orders for this Province. Such committee to consist of Messrs. Carlyon, Buchanan, ' Eerard, A'Deane and Kennedy. Report to be < brought up ou the 25th inst. Eor leave to bring in a bill to repeal the Sheep and Scab Acts uow in force, and make other provision in lieu thereof. , That the Council resolve itself into a Committee of Ways and Means to consider the estimated re- ' venue for the year ending June 30, 1871. That the Council resolve itself into a Committee ; of Supply to consider the supplies to be granted for the ensuing year. For leave to bring in a bill to repeal and amend the Licensing Acts now in force. Mr Carlyon to move— For leave to bring in a bill intituled "The , Highways Traffic Bill."
