To those who consider the condition of New Zealand would be improved by annexation to the United Stales of America, we would recommend the perusal of the following paragraph which is now going the round of the press;—The new principles of colonial policy laid down by the Gladstone Government meet with wa»-m commendation in America. The New York World/ which is now the leading journal in the United States, remarks that this policy in its essence "is nothing but that idea of local self-government which has been the occasion of such prosperity and satisfaction in this country. To allow the several foreign possessions of England to administer their own interior affairs at their own will and pleasure, while as to matters affecting their relation with the outer world the Imperial Government is to come in play, is but our own system over again—the states to regulate state matters exclusively, and the federal government to administer those external functions which appertain to the whole confederation."
