THE DEFENCE ESTIMATES.
The shirking of the question of Defence in the Financial Statement of Mr Vogel, reminds us of the play of " Hamlet," with the part of Hamlet omitted, Unquestionably that is the all-important portion of the political programme; b-it Mr Vogel has made a linancial statement which is minus its most essential element, leaving it to be introduced by the Minister for Defence and Native Purposes. However, until this part of the Ministe-
rial policy is placed before the country, it is absurd to say that we are in possession of a Ministerial statement, in any true sense of the words.
