BLENHEIM.

(From Wellington Independent's correspondent.) May 24 There is a great sensation in the Provincial Council. Every shilling of the Provincial funds (J 52,582) has been seized by the Bank of New Zealand just after the Appropriation Act passed. All parties protested. A unanimous resolution will be sent to the Colonial Secretary. Contracts for repairing rotten bridges and impassable roads are already let. Some are in progress. This proceeding is contrary to Stafford's letter to the banks, and in violation of special written agreement. Eyes' motion ior a petition abolishing the Provincial Government was passed. The Council is prorogued.
