Amongst the important items of intelligence received from home, that of a change of Ministry is not the i°ast. in that we may hope for a little more consideration from a new Secretary of State for the Colonies than has hitherto been shewn to New Zealand—at least by those who have ot la'-e been entrusted with the reins of power. Tluoflice does not appear to be one that is greatly coveted by any, as it seems to have been refused by the Duke of Richmond previ >us toils acceptance by the Duke of Buckingham. Next in importance is the news that the Panama Railway Company have consented to reduce the charges for the conveyance of newspapers and bookpackets, and the consequent reduction of the home postal rate to tinlegitimate one of Id, instead of the prohibitionary rate of 3d charged heretofore, Also, we are glad to see that the rate via Marseilles has been reduced to 2d, which will be the means of many being sent that way which, under the old system, would have been detained for the longer way of Southampton, or probably not sent at all. This change in the right direction will

give a renewed stimulus to newspaper publication for home circulation, which under the Lite restrictions had nearly become nil; but it will take a return to the old system of free transmission to establish it on its original basis.
