Contpary to espectation. the English mail has for | once again arrived true' to its appointed date, and this notwithstanding the short month of February fell' 'within the period occupied by.. its transmission. Eyre in suppressing the Jamaica rebellion. It is gratifying toknow that the prevailing feelihg of the English public is now in favor of the Governor, whom it is believed will bo justified in what he has done. The English Government has sent out a Commission of Enquiry, and the public await their report. The Exeter Hall party have * also'sent' oat a CommiUeete get up as good a case as possiule for their black protogfies. It seems to be admitted that the Governor has . made some mistakes in the'fcoursa he has adopted, bat that his proceedings" will be justified Jby the peculiar-circumstances of the case. 1 y It appears that the law relating to capital punishment will be modified during the next session of Parliament, as a Royal Commission has enquired into {He subject, and . recommends that it should be confined to extreme cases' of murder with manifest malice, or in connection, with othen great crimes, and that executions should be carried private, as with us in the*' Colonies,
