(Prom the Melbourne Argus Correspondent.) Sydney, July 31. The Samoa, from Tahiti, brings Californian news to the 20th May, and New York telegraphic adrices to the 18th. The Herald’s correspondence says that the Southern planters are greatly troubled about obtaining agricultural laborers. The free negroes and poor whites refuse to work. Thousands of disorderly characters, thrown loose by the stoppage of the war, roam about the country, plundered from friends and foes indiscriminately. Jefferson Davis is now charged with being concerned in a conspiracy to murder Federal priaoners by starvation. The ex-rebel Senator Foote is the principal witness against him. He asserts that at a Cabinet meeting, it was decided to reduce the prisoners’ rations so as to weaken their constitutions, and make them worthless when exchanged. Proof sheets of the amnesty proclamation were before the Cabinet for several days. Nothing was finally settled. On the 9th, Davis divided the specie plundered from the banks amongst his personal escort, and the party separated to secure their personal safety. He was trying to reach the sea coast when ho was arrested. The rebel iron-clad, Stonewall, had arrived at Havannah, and was ordered immediately to leave the port. Gold 129 i.
