Napier, 7th November, 1863. ~D Y virtue and in the exercise of the power and authority for this purpose vested in me, I, George Stoddart Whitmore, the officer commanding in the Napier Militia district do hereby fix the times and places hereunder written for the meeting of such of the men of the Ist and 2nd classes of the Militia of the Napier District as are resident within the limits of the Township of Napier and Volunteers of the said District of Napier, residing within the limits of the said Township of Napierfor the purpose of training and exercise. TIME. Saturday, the 28th day of November inst.,at 6 o’clock a.m., and on such one day in each succeeding week as the commanding officer shall on the recommendation of Captains of Companies hereafter direct. IN pursuance of the provisions of an Act of the General Assembly of New Zealand, intituled “The Provincial Elections Act, 1858, I, John Hurling Esq.. Returning Officer for the Electoral District ot the Napier Country insu ivi, T)r> hereby give notice that by virtue of a Writ bearing date the 16th November, 1863, issued under the hand of his Honor the Superintendent of the province of Hawke’s Bay, an Election will be held for the return of one qualified person to serve as a member of the Provincial Council of Hawke’s Bay for the said Electoral District, in consequence of the seat of John Chilton Lambton Carter, Esq., in the said Provincial Council for the Napier Country District having been vacated by his acceptance of the office of Commissioner of Crown Lands and Provincial Treasurer; and that the nomination of Candidates will take place at Noon, at Mr. H. S. Tiffcn’s Barn, Greenmeadows, on Monday the 30th November, 1863, and that the Poll (if necessary,) will take place on Wednesday, the 2nd December, 1863, and that I will declare the state of the Poll at Noon, at Mr. H. S. Tiffen’s Barn, Greenmeadows, on Eridav, the -Ith December, 1863. Dated this 17th day of November, 1863. JOHN CURLING, Returning Officer. Y'l ENTLEMEN, —I need make no apology to v3T you for asking your votes for the seat in the Provincial Council, vacated by Capt. Carter upon his acceptance of the office of Commissioner of Crown Lands and Treasurer. Matters of a public nature have assumed such a very alarming aspect, that it is high time we exerted ourselves to the utmost to prevent things going from bad to worse. I take a wide and liberal view of the interests of this Province, and of the interests of the Agricultural, Pastoral, and Laboring population, and shall act in conformity with those views. To Facts and Figures I shall confine myself, in the event of the Electors returning me. Deeds are better than words. But I promise you I will make strong efforts to obtain Government grants to aid in securing cheap Education ; while at the same time I shall strenuously oppose the system of borrowing money, and shall vigorously scrutinise all Estimates submitted by the Government to the Council. The Land Regulations will require to be re-considered ; you will admit that they are extremely defective, I will only add that I have no intention of accepting any sort of Government appointment, and am not in any way open to Government influence.
