TO THE ELECTORS OP THE NAPIER COUNTRY DISTRICTS. GENTLEMEN, —I need make no apology to you for asking your votes for the seat in the Provincial Council, vacated by Capt. Carter upon his acceptance of the office of Commissioner of Crown Lands and Treasurer. Matters of a public nature have assumed such a very alarming aspect, that it is high time we exerted ourselves to the utmost to prevent things going from bad to worse. I take a wide and liberal view of the interests of this Province, and of the interests of the Agricultural, Pastoral, and Laboring population, and shall act in conformity with those views. To Facts and Figures I shall confine myself, in the event of the Electors returning me. Deeds are better than words. But I promise you I will make strong efforts to obtain Government grants to aid in securing cheap Education ; while at the same time I shall strenuously oppose the system of borrowing money, and shall rigorously scrutinise all Estiriiates submitted by the Government to the Council. The Land Regulations will require to be re-considered ; you will admit that they are extremely defective. I will only add that I have no intention of accepting any sort of Government appointment, and am not in any way open to Government influence. O. L. W. BOUSFIELD. Woodthorpc, Ist October 1863.
