New Zealand Gazette.— This Gazette, published Tth April, contains a proclamation for the naturalization of certain persons—namely, Achille Hubault, Flavie Hubault, and Pual Hubault, of Auckland; Joseph Fabian, Frederick Msfrtcllo, Just William Ovye, Frederick Sejintcd or Smith, Ernest Schwass, and John Smith, of Picton and Wairau in the Province of Marlborough ; also of Daniel Thiale, Wilhelm Klaus, Joharacs Ruddenklau, Ilenricli Hallen, and William, Charlotte, Peter, Emile, Gustav, Adelaide, Adolph, and Charlotte Schmidt, of the Province of Canterbury; also of Isaac Katyenstein, and Antoni Domingo, of Dunedin. Also a proclamation appointing the Kaikoras and Amuri districts as districts under the Marriage and Registration Acts. Orders in council also appear containing regulations for the ports and harbours of Lyttelton and Akaroa. Under the head of Customs is the Governor’s order (No. 20,) establishing the port ofTaicri. The Gazelle contains the notice of a receipt of a warrant under the Royal Sign Manuel, from the Duke of Newcastle, authorising the Governor to summon the following gentlemen—William Douglas Hail Baillie, Daniel Pollen, John Charles Watts Russell, Andrew Hamilton Russell, and Henry Sewell, to the Legislative Council of the General -Assembly. Also a writ declaring Thomas Dick duly elected as a member of the House of Representatives for the City of Dunedin. Laughlin O’Brien Esq., is gazetted as Revising Officer for the various electoral districts in the Province of Auckland. James Reddy Clendon, to bo registrar of births, deaths, and marriages, for the district of Hokianga; Charles Ruck Keene, registrar for the district of Kaikoras ; and George Leslie Lee, for the district of Amuri. .This Gazette also contains flic disallowance by Her Majesty of the “ Picton Railway Act, 1861 and the consent of the Go-
vernor to the “ Police Ordinance Act,” passed by the Provincial Council of Southland. A circular from Downing-street, containing a proclamation forwarded by the Queen, for prohibiting exportation from Great Britain, of gunpowder, saltpetre,’ nitrite of soda, and brimstone, and recommending the adoption of a similar law for New Zealand is published by order of the Colonial Secretary. Also a notification that in future the words “ Prince Consort” be omitted from the morning and evening prayers, and other parts of the Book of Common Prayer, where the royal Family is appointed to bo prayed for. Also that in place of the words “Albert Prince of Wales,” the words “Albert Edward Prince of Wales” be inserted in all prayers, litanies, and collects for the Royal Family. The following appears in a despatch from the Duke of Newcastle to Sir George Grey:—“l am glad to be able to inform you that the question which threatened this calamitous consequence has been amicably settled. The alarm, however, which has been felt wifi not have been wholly useless, if it shall have impressed on Colonial Governments the neccessity of prompt and effectual preparations against contingencies which, though happily no longer imminent, can never, in the present disturbed state of the world, be regarded as impossible. —I have, &c., Newcastle.” —ln a second despatch appears directions by which, in order to ensure the neutrality of the British Government with respect to the civil war in America, it is determined that any ship of war, privateer, or other armed vessel, belonging to either of the belligerents, which shall anchor in any British port, shall net be allowed to quit her anchorage within 24 hours after any vessel belonging to the adverse belligerent, whether armed or unarmed, shall have left the same port. Tenders for supplying firewood for six months for the offices of the General Government are required.
Letters patent for an invention for improvements “ in roasting coffee, and other seeds, and roots, and also in drying grain,” have been granted to J. P. Mackenzie, of Lygar-stseet, Melbourne. Information is sought at the Colonial Secretary’s Office, concerning the whereabouts of Jonathan Blott alias Henry Johnson, who arrived in Auckland, in 1860, by Northern Bride. In a notice to mariners, directions for.entering the Western Port and for the anchorages off Cape Wollamai and the Eastern end of Philip Island, Yictcria, are given in full. James Reddy Clendon, Esq., R.M., Hokianga; Edward M. Williams, Esq., R.M., Waimate; R, C. Barston, Esq., R.M., Russell, Bay of Islands; H. T. Clarke, Esq., R.M., Tauranga, have been appointed as Resident Magistrates under the “Native Circuit Courts Act, 1858.” A proclamation appears respecting deserters from the army and navy, and contains the enactments relative to the offences of harbouring these deserters. The Gazette contains the appointment of the following gentlemen to the various offices mentioned:—Samuel Beswick, Escjj, M.R.C.S., to bo Native Medical Attendant for the District of Eaiapoi; George T. Catling, Esq., M. 8., to be Native Medical Attendant for the District of Bank’s Peninsula; Joseph Giles, Esq,, Native Medical Attendant for the District of Waiuku, vice George Topp, Esq., removed; S. Curl, Esq., M.D., to bo Native Medical Attendant for the District of Rangitaki. James Wathen Preece, Coromandel, has been appointed to lay informations under “The Native Land purchase Ordinance,” Session YTL, No. 19. The Hon. Henry Sewell has been appointed ad interim Secretary for Crown Lands, during the absence of the Hon. Crosbio Ward; the appointment to bear date from 7th March last. Henry Hanson Turton, Esq., R.M., to be Commissioner of Crown Lands. Certain provisional rides, which have already appear-
ed in this journal, made by the diggers at Coromandel, and submitted through Mr. Turton, are published for general information. A despatch from the Postmaster-General of the United Kingdom, containing general instructions respecting the correspondence between Prance and New Zealand, is published at full length. Notice is given that claims to vote for East and West Waitakeri Waste Board, must be proved before T. Beckham Esq., before the 30th of April. The total exports of gold from New Zealand, to the 30th September, 1861, arc—from Auckland, 354- ozs., value £1,372 Wellington, 5,124 ozs., value £19,856; Nelson, 36,702 ozs., value £142,221; Dunedin, 187,696 ozs., value £727,322. Total from New Zealand, 229,876 ozs., value £890,771. XiOuis Napoleon - . —Among many talents which the Emperor possesses, he is probably unsurpassed as a judge of horses. As a rider, I never saw his equal, unless it was the late king of Holland. Insignificant on foot, he is superb on horseback. Prom the length of his body he looks like a tall man when mounted, and ho and his steed compose a perfect centaur. To see him galloping at a review with the cent gardes at his heels is a magnificent spectacle. It is not very often you see him in a carriage. Occasionally he gets himself up in gorgeous attire, and accompanies the Empress, and sometimes of a morning you meet him driving himself a pair of bays up the Champs Elysees, accompanied by a single groom who sits behind him. But he goes mostly on horseback. At the time I am speaking of, ho used to wear habitually, when riding for pleasure, an old blue frock coat, the seams of which were white, and ho indulged in a particular pair of old linen or cotton gloves which it was distressing to behold.— Harper's Magazine.
