General Post Office, Auckland, 7th December, 1861. Sir, —I do myself the honor to inform you that overtures have been made by the Imperial Government to the Governments of the several Australian Colonies, towards the establishment of a system of Post Office Money Orders between these Colonies and the United Kingdom. This Government having decided upon accepting the above offer, a communication has been addressed to the Secretary of State m England to the effect that from the Ist April next, the places noted in the margin (Napier) would be made Money Order Offices to correspond with the United Kingdom through this Office. It is not, however, at present contemplated to extend the system by the issue of Inland Money Orders. The precise date from which this plan can come into operation must, of course, be regulated by further communications from the Imperial Government. I have, however, thought it advisable to give you notice of the matter, iu order to ensure for the project full publicity. I have the honor to be. Sir. Your very Obedient Servant. Auckland, 6th December, 1861. sir,—l have the honor to inform you that his Excellency’s Government have it in contemplation to effect a change in that part of the existing Postal System which allows of Inland Letters (for the Colony of New Zealand) being forwarded paid or unpaid at the option of the Sender. It is intended that from the Ist of April, 1862, all letters shall be prepaid, with Stamps only ; —and any Letter upon which at least a single rate shall not have been so prepaid, must be treated as a dead letter, and opened at once for the purpose of being returned to the writer. I have thought it advisable to give you thus early notice of the plan in contemplation, in order
