ELECTORAL DISTRICT OF THE TOWN OF NAPIER. IN pursuance of the provisions of an Act of the General Assembly of New Zealand, intituled “ The Provincial Elections’ Act, 1858,” I, John .Curling, Esquire, Ret urning Officer for the Electoral District of the Town of Napier, do hereby give notice that by virtue of a Writ bearing date the 10th day of October, 1861, issued under the hand of His Honor the Superintendent of the Province of Hawke’s Bay, an election w' be held for the return of two qualified persons to servo as Members of the Provincial Conned of Hawke’s Bay, for the said Electoral District, and that the Nomination of Candidates will take place at the Resident Magistrate’s Court House at Napier on Thursday, the 14th day of November, 1861; and that the Poll (if necessary) will be taken on Saturday, the 10th day of November, 1861, and the state of the Po 11 declared at the close thereof, at the said Court House. ! GENTLEMEN, —Our older and more influential Settlers having had precedence and opportunity for presenting themselves, as Candidates for the Representation of Napier, and others declincome forward at the present time, I do not hesitate under these circumstances to solicit your votes and support for one of the Scats in onr Provincial Council, for the increased Representation of the Town of Napier. I have the less hesitation in asking for the support of the Electors, inasmuch as besides having a d'rcct and local interest in the Town of Napier, in which I have lived amongst you for upwards of 4 years, I have fi 'ly expressed my opinions on all. political matters which have been publicly discussed since wc attained Separation from Wellington, and from the fact of their being invariably and consistently opposed to the Squatting interest, it is not too much to say that they coincide with and are the views of the majority of the Electors of Napier and of Freeholders generally throughout the Province, My opinions respecting local matters ; such as the improvement of our Port, the formation of Main Roads from it direct and uninterrupted, north as well as south, beginning at the beginning, and gradually satisfying the demands of the more remote Districts, have been in like manner known to most of you. Secondly, those on the matter of (he Joint administration of the Survey and Crown Lands Office by an irresponsible Commissioner, were the means, I behove, of inducing (ho late Superintendent to offer me unsolicited the honor of a scat on the Land Board lately set aside by the present Superintendent, and although the necessity for this Board does, in my opinion, still exist as a preventive measure, yet I trust the occasional advent ot a Judge of the Supreme Court at Napier may be found an efficient corrective substitution. I have briefly alluded to this matter here, both to correct erroneous impressions anonymously circulated with respect to my connection with this Board, as also to give mo the opportunity of stating that should I be honored with Tour confidence as one of your Representatives in Council I shall not accept of any Government appointment. Lastly, whatever shall tend to promote and increase our local, commercial, and agricultural prosperity in particular, shall have, as it has hitherto had, my most cordial support; nor should our Provincial Conned neglect any means in its power ot facilitating the introduction to the Napier Market of timber grown in this Province, and thus avoid the great annual loss incurred in importing it it from Auckland and Wellington. Our direct communication with Sydney and Auckland by steam is a matter of too great and evident importance to need any comment from me.
