Lord John Russel’s observations on the matter of the transfer of Sardinia to P rance have excited the people and the Government of France to a great degree, proving thereby that there is some desire of such an intention to obtain the grant ■from Daly. Our Government have refused for the present to lay on the table of the ii ouse of’emniuns the correspondence on the subject. This is considered conclusive proof of the fact. The ill feeling produced in France has been increased by some observations in Parliament on the naval forces of France and England. On the latter subject the Pairie says:—-“the extension of the maritime power of France has no other limit than her resources and her interests. We adm.t no other and never will we allow the will or the joa ousy ot to; cgners to fix any. P rance is far from contesting t ie maritime superiority of Lngiand, but she is u ider no obligations to make the developement of lit r navy subordinate to tbejcalcus caprices ol her ally. We have endeavored tr make up lor lost time ; the best tiling that the English can do is to follow our example. Let them vote whatever credits they deem necessary ; let them enlarge and multiply their arsenals if they so please, but let them not arrogate to themselves the pretensions to stop us in our works to wait for them.” THE CIVIL WAR IN AMERICA.
