RETURN TO GERMANY
Reported Wish of Kaiser (Received 31, 9.30 a.m.) BERLIN, Dec. 30. While neither denying nor conflrming reports that the ex-Kaiser has sought permission to return tp Germany, authoritative circles state that should ssuch a wish be expressed it might be assumed that the German Government would not regard it as a political problem and that the attitude adopted toward the Kaiser would be more loyal than that of the 1918 Government.
