Delay in Publishing Note (Received 29, 1.30 p.m.) TOKIO, Dec. 28. | The delay in publishing the Japanese reply to Britain regarding the Ladybird has caused surprise. It is- thought possible it is being held back so that the^ Army statement could be issued. It is also considered possible that there are differences between the Note and the) Army explanation.
