Iron Guards Suffer In Surprise Move LONDON, Dec. 26. The "Vienna correspondent of The Times says messages from Bucharcst report a sui-prise move by the central cleetoi'al commission to enablo the Rumanian Government to ma-ke good its election losses. It has decided that the total votes cast at the election sliafl be counted for the whole country and not by districts, as the law prescribes, thus giving the Government party 180 f°ata instead of 150. The Iron Guard Party is the worst sufferer, losing eight seats. ,
