BONAPARTE PRETENDER
PARIS, Dec. 17. Prince Napolean, the' Bonapartist pretender, has issued a manifesto from his exile in Brussels, explaining why he refused the demands of some of his adherents to make a public gesture concerhing the Cagoulards. "True Napoleons," he states, "have oniy one idea — France as a whole. Thinking only of national fraternity and of the country I love so profoundly I do not wish to associate my name with events that disturb and divide."
