CYPRUS NAVAL BASE

Importance to Britain in Mediterranean LONDON, Dec. 8. The importance of having a naval base at Cyprus is emphasised by Admiral Sir Herbert Richmond. In an address to the Royal Empire Society on the Mediterranean, Admiral Richmond said Britain needed a naval base in the Levant. She could uso Alexandria under the treaty with Egypt, but treaties were not eternal. Haifa was a possible base, but its hinterland was potentially hostile. Diversion to the Cape route meant longer voyages, ranging from 10 per cent. from Australia and 80 per cent. from the Persian Gulf. Referring to oil supplies, Admiral Richmond said that if trouble arose a great military nation might put pressure on the Dutch to refuse supplies. Lord Strabolgi said that Italian hotheads were already talking of bottling up the Red Sea and, if General Franeo won in Spain, Gibraltar would be an unhealthy place for the fleet. Britain should be in a position to create an eastern front in the Mediterranea. Britain ought also to store oil on a very large scale.
