The journal states: — "Wa- tetween America and Japan came measureably closer when the gunboat. Panay was sunk, and it came still clcrer when Mr Cordell Hull, Secretary of State, announced that Ameriean shiys ar.d men woald not be withdrawn from China. Discussion continues on tha likelihood of Japanese and Ameriean military men being involved in some sort of skirmish which may touch off war. Suppose Chinese soldiers, disguised as Japanese, shoot a few of our men? The Chinese, who urgently want us to fight on their side, would be dumb not to think of such a trick sooner or later. "The Panay incident ought to be cleared up. Also, were the Panay and the od tankers carryiug refugees or a little oil and petrol for Chinese troops, even as the Lusitania was carryiug arms for the Allies when the Germans sank her m May of 1915? "When we find out what and whom we would be fighting for, we ought to reckon the cost. Our trade with China is worth, roughly 50,000,000 dollars annually. Just one day of modern warfare would cost 50,000,000 dollars, not mentioning the loss of 200,000,000 dollars annually in trade with Japan. "Lefc us be very sure of our ground before taking another step closer to war with Japan."
