(Eeceived 20, 1.50 p.m.) WASHINGTON, Dec. 19. The Japanese Ambassador, Mr. Saito, uuprecedentedly made a public apology over the radio for the attack! on the Panay. He deplored the Panay bomhing as a "shocking blunder" and said that the naval officer responsible had been dismissed and recalled home.
