CESSION OF COLONIES

France Will Not be Forced into Action (Received 17, 8.45 a.m.) ' PARIS, Dec. 16. Strong opposition to the cession of colonies to Germany was expressed by Rightists and Leftists in a debate in the Chamber of Deputies. M. Moutet, Minister of Colonies, declared that Franoe would not ihave the matter forced on her until she was ready to consider it. A Rightist, M. Taittenger, questioned whether France was doing enough to protect her colonies. M. Moutet replied that every thing possible was being done and would contmue to be done.
