Supplementing President Roosevelt's 'difeet representatiofls to the Emperor, Ihe State Department, in a stiffly-Word-ed Note to the Foreign Office, reitermted the shock over the bombing of the ▼essels, which were in the Yangtse "by nncontested and incontestable right." The Note outlines the reiterated Jap•nCse assurances that there would be no repetition of the violation of American rights, which neverthelesa continties. It concludes: "Under these circumitances, the TJnited States requests and •xpects a formally-Tecorded expression of regret, an undertaking of complete and comprehensive indemnification, and an assurance that definite and specific Bteps will be taken to ensure that hereafter the American nation 's interests and property in China will not be subjected to attack by Japanese forces or tmlawfnl interference by any .Japanese authoritv or forces whatsoever."
