INDICTMENT.

But the civilised nations of the world have agreed among themselves upon certain rules of law designed io miniraise the dostruetiveness of that weapon, and to circumscrihe its use. Japan has offended not only against these laws, jsfi which ghe is a party, but against humanity itself."
