(Eeceived 11. 1.0 p.m.) ISTANBUL, Dec. 10. Cyclists henceforth must pass a riding test, according to a new set of municipal relations. Those passing the tcst will receive licences and numoerplates, Pillion-riding is forbidden and children under ten are not allowed, to possesn bicyclra. ^
