• e ■■ ■ (Eeceived 11, 9.35 a.m.) LONDON, Dec. 10. The Idlle poliqe arrested a Hungarian and seized cipher letterq allegedly revealing a terrorist plot to assassinate M. Delbos, French Foreign Minister, on his Central European tour. Several other arrests were made, one of which was at Prague, which is in M. Delbos's itinerary, and more warrants are out. Further documents were seized as a result of searches in Northern France and Belgium.
