Bitter Criticism of Roosevelt Proposai "FEED THE NEEDY" ((Received 6, 8.45 a.m.) WASHINGTON, Dec. 5. Senator Borali, in a typically vitriolie speech attacking the Government's contemplated crop-control measure, alleged that "President Roosevelt admits the 40,000,000 people are underfed, yqt Nature's bounty will be deliberately destroyed. We cannot jpermit^this conclition to continue, for jve shall rear a elass of human beings who are full of revolution ahd distufbaiice." He declared that attempts to tegulate the law 0f economy through a Congressional Act were laughable and opposed to mankind's experiences over the post 2000 years. He demanded that the Government plircliase the excess cl'ops to feed the needy With "if it takes tlie last dollar in the Treasury." The Washington coiTespondeht of the New York Times says it is undetstood that the Budget Bureau i» recommending an 800)000, 000-dollarg reduction in Congressional appropriations in an initial effort to balance the Budget. The largest decrease is 5OO,O0O,OQO in relief funds, which will thus aggregate one billion dollars. \
