The Secretary of State, Mr Cordell Hull, annoiinces that the American Consul ht Bilbao, Mr Chapmati, has been ordered to return to the United States on leave of absence becgUse General Fraiico's representatives demanded that additional status should be granted Mr Chapman as diplomatic representative, Which tho insurgents Would consider to be a tacit recogiiition Of their regime by the United States. Mr Hull said the United States does not intend to comply or to make any further attempt to reopea the consuiate.
