Hundredp of jepring coolies enhanced the discomfiture of the Japanese. whqa they returned the Italiap and Ame.'ican tugs they seiseed yesterdav. The Japanese agreed to retnrn the tugs if the cre'ws were sent Jown the river to collect the vessels. The Italian and American consuls flatly Tefused, after wMeh the Japanese towed the tugs to the Kpleeyuan wharf.-
